Preheat oven to 350°F. Line baking sheet with parchment paper.
Cream butter and sugars together in the bowl of a stand mixer fitted with a paddle attachment.
Add egg and vanilla and beat until combined.
Add flours, cocoa powder, espresso powder, and baking soda. Mix on low speed until combined.
Fold in peanut butter chips.
Dump Reese's Pieces into a separate bowl. Scoop out approximately 3 tablespoon of dough and form into a ball. Flatten dough and place one Reese's Peanut Butter Cup in the center. Form dough around the peanut butter cup until completely covered. Roll the dough into the bowl of Reese's Pieces until completely coated. Place dough on cookie sheet.
Bake for approximately 15minutes. Allow to cool slightly before topping with Mini Reese's Peanut Butter Cup and transferring to a cooling rack.
